In fact, research has shown that countries with highly developed broadband infrastructure are more innovative and competitive. In our country, we can point to various factors or “drivers” that can help propel the development of broadband. Such as the sheer size of our economy, the sophistication of our business process outsourcing industry, and the presence of a large number of technology-savvy youth. However, while we have a solid base upon which to build, we do face many challenges that make broadband development uneven and slow. Among these challenges are our geographic diversity, inadequate infrastructure, and high cost of spectrum. The problem of digital inclusion also persists. Data from the Philippine Statistics Authority show that in 2021, only 7 in 10 Filipinos had access to the internet. These are the issues our government is currently addressing. And we believe that through close collaboration and partnership, we can overcome all of them. For our part, the Department of Information and Communications Technology, together with the National Telecommunications Commission, is undertaking the following programs and initiatives. First, we are strengthening our digital infrastructure through the National Fiber Backbone project. This project aims to deploy a nationwide fiber optic network that will connect government offices, schools, hospitals, and other public facilities. This will provide faster and more affordable internet access to our citizens, especially in underserved areas. We are also working on the expansion of our broadband capacity through the allocation of more spectrum for telecommunications services. This will enable the deployment of 5G and other advanced technologies that will support the growing demand for bandwidth. But we are not only focusing on infrastructure. We are also emphasizing the importance of digital literacy and skills development. Our government is implementing programs to train our citizens on how to use digital tools and technologies effectively and responsibly. We are also promoting the development of digital content and applications that are relevant to our culture and needs. Finally, we are creating a regulatory environment that encourages innovation and competition in the broadband market. We are streamlining the processes for the issuance of permits and licenses, and we are promoting open access and interoperability. In addition, the newly enacted SIM Registration Act will increase the accountability of individuals and corporations who use internet platforms to commit crimes and illegal activity. We are also working with other government agencies and stakeholders to address issues such as cybersecurity, data privacy, and consumer protection. Moving forward, our vision is for a Philippines where everyone has access to fast, affordable, and reliable broadband. A Philippines where digital technologies are used to improve the lives of our citizens, drive inclusive economic growth, and promote good governance. We believe that this vision is achievable if we work together and embrace the opportunities and challenges of the digital age. Thank you.
